On the one hand, the problem which has complicated the development of the homepage has been the fact that the developers ought to deal with deficient server features. On the other hand, also a plenty of several limitations provided by generous web-server proved to be rather unhelpful and pointless than useful and prudent. So, i.e., web-designers haven't had any dynamic web-tools at their disposal - the server hasn't allowed the using of such instruments as CGI, PHP or SSI, which are literally necessary for the creation of dynamic web-pages. But simultaneously the content-data files, supposed to quench the visitors' thirst for information, should be easily changeable. Moreover, the homepage update shouldn't require any special web-knowledge and thus make it possible to upload new files without having a clue about html-coding.
The problem was successfully solved with IFRAME. An embedded frame enabled the using of an external HTML (or PHP) file; thus a static homepage has been turned into a dynamic web-site, provided with a dynamic Content-System uploaded on a "sensible" server. But since IFRAME isn't interpreted correctly by different Internet-Browsers (especially by Mozilla), the developers had to adjust the web-page to a number of browsers laboriously. The highest priority was given to Internet Explorer and the Opera browser.
